New support for COVID-19-affected local businesses
Local businesses which may not so far have qualified for COVID-19 financial support could now receive assistance from Amber Valley’s Local Authority Discretionary Grants Fund (LADGF).
This grant funding is for businesses that are not eligible for, and have not received, cash grants from any central government COVID-19 related support.
The council has £1.3 million available from government for this scheme and it is expected that most grant allocations made will be between £300 and £10,000. The maximum allocation permitted of £25,000 will only be made in very exceptional circumstances where businesses have high property related costs.
To be eligible to apply for a grant under this scheme a small business must:
- Have been trading on 11 March 2020
- Be small, with fewer than 50 employees
- Have relatively high ongoing fixed property-related costs
- Be able to demonstrate that it has had a significant drop in income of at least 50% for the 2 months from 1 April 2020 to 31 May 2020 due to COVID-19 restriction measures.
- The rateable value of any property which is occupied or part occupied must not exceed £51,000
To ensure all eligible businesses have the opportunity to apply for the scheme, the council will administer a rolling approach to the grants scheme with phased reviews as appropriate. Phase 1 will focus on businesses that fall within the priority areas set out in the government guidance. These will include:
- Small businesses in shared offices or other flexible workspaces.
- Regular market traders with fixed building costs, such as rent, who do not have their own business rates assessment and are based in Alfreton Market Hall
- Bed & Breakfasts which have a food hygiene rating
- Charity properties in receipt of charitable business rates relief
Phase 2 will include the following:
- Self employed individuals who have not been able to claim SEISS due to their business not being operating for the required time – your business must be based in the borough
- Applicants who have failed to qualify for the SBGF due to them not being on the rating list as at 11 March 2020
- Public Houses which have a rateable value in excess of £51,000 and less than £60,000 and operated by companies which have their registered company address in the borough on 11 March 2020
- Nursery and early years day care centres who have not claimed SBGF due to exclusions
- Outdoor market traders based in Ripley and Heanor who live in the borough and operate on a regular basis at either markets
Commented Councillor Ben Bellamy, Amber Valley Borough Council Portfolio Holder for Regeneration and Community Safety: "After writing to the government highlighting the many gaps in the scheme, we have been given a relatively small amount to plug some of those gaps at our discretion.
"It’s vital we keep these small business going, as they ultimately pay the wages and hence household bills of very many people in our borough. I’m particularly pleased to be able to now offer some support to nurseries, who were entirely left out of any support previously. We are also able to give some support to B&Bs, and quite a few businesses who previously missed out due to technicalities.
